Open Enrollment Lottery Window is Closed for the Open 2024-2025 School Year

Applications are still accepted; however, they do not receive priority and are not entered into the lottery. These "late" applications are ranked on the waiting list in the order they are received.

**Important Note**

The lottery window for Open Enrollment was extended for Dan O. Root and Tolenas students entering the middle school grades until midnight on Sunday, March 10, 2024.

What is Open Enrollment?

Open Enrollment affords parents/guardians the opportunity to request a school other than their neighborhood school or current school of attendance. Open Enrollment is the most common avenue to transferring students. To read the entire Administrative Regulation 5116.1 regarding all in-district transfers, click HERE. 

Fairfield-Suisun Unified School District’s Open Enrollment application window for the 2024-25 school year lottery begins at 8:00 a.m. on Thursday, February 1st, and closes at 4:00 p.m. on Thursday, February 29th.

The lottery window has been extended to midnight on March 10, 2024 for families with students currently enrolled in 5th, 6th, or 7th grade at Tolenas or Dan O. Root Academies. This extension is the result of the grade-level configuration of Tolenas and Dan O Root to Transitional Kindergarten (TK) through 5th-grade schools. Starting with the 2024-2025 school year, these two schools will no longer have 6th, 7th or 8th grades.

All applications submitted within the window are entered into a random lottery selection. The lottery takes place in March and determines the ranking order waiting list for applicants.  All open enrollment placements will be finalized between the tenth and the fifteenth day of instruction of the 2024-2025 school year.  After the fifteenth day of instruction during the 2024-25 school year, no open enrollment transfers will be considered until the next school year.   

All Open Enrollment applications must be submitted electronically through a link at the bottom of this web page. Computers are accessible for families at the Sullivan Student and Family Services Department, 2195 Union Ave., from 8:00 a.m. – 4:00 p.m., Monday through Friday. Student and Family Services staff are available to assist families during this time. 

Additional information regarding students enrolled in a K-8 School: A student enrolled in a K-8 school, and whose parents would like their student to attend a comprehensive middle school, need to request a transfer by applying for Open Enrollment. Please note, submitting an Open Enrollment application does not guarantee an approved transfer to the requested school.

Additional information regarding GATE: Incoming 6th-grade GATE students, currently enrolled in a Kdg-8th school, will receive priority placement to attend a comprehensive middle school. All other students identified for the GATE program, and whose parents would like their GATE student to attend a different school, need to request a transfer by applying for Open Enrollment.  Please note, submitting an Open Enrollment application does not guarantee an approved transfer to the requested school.

Do I need to complete an Open Enrollment Application if I want to enroll my child in a special program or school of choice?

 You do not need to complete an Open Enrollment Application to enroll in a special program or school of choice. Rather, contact the program and complete an application specific to the program requirements. For information regarding each program, see below:

What happens after the open enrollment application is submitted?

There is no guarantee of placement through the Open Enrollment process. Open Enrollment applications are accommodated if there is space available in the requested grade at the requested school. All applications received are placed on the list under a “pending” status and transfers are offered as space becomes availableTransfers are granted for individual students by school, by grade, and not by family.

While on the waiting list, your student must enroll in and attend the school in his/her/their attendance area. Should there be sufficient space available to offer your student placement, Student and Family Services will contact you by the 15th day of instruction of the 2024-2025 school year. Unless you are notified by Student and Family Services, do not dis-enroll your student from his/her/their present school of enrollment. If your transfer is granted, you will be contacted via email. If no email is listed you will be called. You must respond within two (2) school days to confirm your transfer. If you do not respond, the transfer will be offered to the next applicant.

Applications for transfers that have not been granted remain on the waiting list until Open Enrollment closes. Applications not granted by the 15th day of instruction do not roll over as a request to transfer for the subsequent school year. 

In the event your student receives an Open Enrollment transfer, the new school will become your student’s home school through the highest grade level at that school. As per Administrative Regulation (AR) 6181, students accepted to any FSUSD alternative school/program of choice may not dis-enroll from the program until the end of the academic school year. Students who have been accepted into specific programs, such as Dual Immersion (DI), International Baccalaureate (IB), Matt Garcia Career and College Academy (MGCCA), Early College High School, Virtual Academy of FSUSD, and the Public Safety Academy (PSA) will not be granted an Open Enrollment application if the student is under a contract to remain in the respective special program.  If the student opts out of the special program at the end of the school year, the student will revert to their school of residence beginning with the next school year. Once enrolled at his/her/their school of residence, the student will be eligible to apply for Open Enrollment. Transportation and childcare will remain the responsibility of the parent/guardian.

Please keep in mind:

  • Neither transportation nor child care are provided for students approved to transfer schools through Open Enrollment.

  • Students must be enrolled (or pre-enrolled) in their neighborhood or current school of attendance before an Open Enrollment application will be considered.

  • While on the Open Enrollment waiting list, students must attend their neighborhood school.

  • Families must notify Student and Family Services of any changes to their address, email or phone number that occur after submittal of the Open Enrollment application.

  • Applications must be submitted via online by 4:00 p.m. on Thursday, February 29, 2024.
