New Assistant Director of Special Education Appointed

Steve Phillips Mr. Steve Phillips began his career with FSUSD at Suisun Elementary School in August of 2007 where he served as a Fifth Grade Teacher for two years.  He then worked as an English teacher at Crystal Middle School before transitioning to Anna Kyle Elementary School as a Special Education Resource Specialist for three years. He was then promoted to the Anna Kyle Administration Team as Assistant Principal in 2013. Mr. Phillips took over the role of Principal of Anna Kyle Elementary in 2015 and has spent the last four years truly dedicating himself to the Anna Kyle community.

Mr. Phillips has accomplished many great things at Anna Kyle Elementary School. He has developed and implemented a shared vision amongst the entire Anna Kyle community. He provides instructional leadership on a daily basis, manages the learning environment, engages family, community and other stakeholders in the decision making process in support of a student-centered approach. Mr. Phillips has served the students, staff and community of Anna Kyle in ways that are truly worth unmeasurable recognition. Steve is respected and loved by his peers, both at Anna Kyle, amongst district sites, as well as the District’s Central Office.  In addition to his regular FSUSD duties, he plays an active role in the Association of California School Administrators (ACSA), one of the District’s management associations.

Mr. Howard Kornblum, Director of English Learners and Instructional Support highlighted in his letter of recommendation:

“Mr. Phillips is an accomplished classroom Learning Center model teacher, Individualized Education Plan (IEP) facilitator, student advocate, a relationship builder who is able to have courageous conversations and extremely quick study of state and federal laws relating to federal programs and special education law. I have always depended on Steve’s reliability, integrity and willingness to employ a number of strategies to address controversial situations with diplomacy and confidentiality. Steve possesses exceptional facilitation skills, an unwavering passion for providing all students access to a high quality education and a proven track record of improving outcomes for students with disabilities by utilizing research based instructional strategies. It is for this reason that I highly recommend Mr. Steve Phillips for the position of Assistant Director of Special Education."

Mr. Phillips received his Bachelor or Arts Degree in Liberal Studies from California State University Sacramento and, his Masters of Education Degree in Educational Administration and Administrative Services Credential from National University. He holds a Multiple Subject Teaching Credential with an English Supplement from CSU Sacramento, a Professional Clear Multiple Subject Credential from the University of San Diego, and a Mild/Moderate Special Education Credential from Brandman University.

The Fairfield-Suisun Management Association welcomes Mr. Steve Phillips to the Central Office and the Special Education Department. Congratulations Mr. Phillips!
